Since February 24, 2022, we have witnessed unprecedented crimes against humanity committed by the Putin’s regime. The Russian invasion of Ukraine is a humanitarian tragedy of an unimaginable scale. It poses a threat of an even bigger war breaking out in Europe.

The regime relies on its elites and oligarchs, most of whom are already sanctioned, but it is enabled by thousands of people working in the Russian state bureaucracy, military, police, secret services and propaganda bodies. The names of these individuals are mostly unknown to the public. These enablers of the regime have been profiting from the corruption of the Russian state for decades, while Russian people suffer in poverty, misery and violation of human rights. They enable the regime’s atrocities against the opposition and their supporters, independent journalists, non-profit organizations and those who dare speak truth about Putin’s state. This political configuration allowed them to accumulate enormous wealth through corruption and to move it to western countries. They enjoy a way of life completely disconnected from the domestic political situation and are not influenced in any way by the disastrous results of their decisions and actions in Russia.

While the ordinary Russians suffer the most from the effects of economic sanctions, Putin's regime enablers are much less sensitive to them. 

Thus we call for imposing personal sanctions on Russian officials, the entire senior security and administrative apparatus, on thousands of second-tier officials in the presidential administration, the military and the security services. This should raise dramatically the cost of the regime enablement for these individuals and sever the bond between them and elites. 

 We ask you to take the following measures:

- assets freeze until the circumstances are clarified

- investigation with public control over it

- judgment and punishment for specific offenses in the form of imposing sanctions such as definite assets freeze and cancellation of visas, residency permits and citizenships obtained

We claim to sanction the following categories of Putin’s regime enablers:

- Heads of departments and units, as well as their deputies, of the Administration of the President of Russia (AP)

- Heads of departments and units, as well as their deputies, of Federal Security Service (FSB)

- Heads of departments and units, as well as their deputies, of Federal Guard Service (FSO)

- Heads of departments and units, as well as their deputies, of Russian Interior Ministry, controlling russian police

- Chief officers and editors, heads of departments and units, as well as their deputies, of Russian propaganda channels and newspapers: First Channel, Rossiya 24, NTV, Russia Today, Sputnik.
