Fence off an area of Adams park in Normal Heights as a leash free area

This is important because on a daily basis hundreds of people use this park. not all of them are dog owners but many are. I believe a portion set as a fenced off area aside would promote safety not only from individuals who do not prefer dogs but also to keep dogs from running into the streets. Dog owners would have a safe area to exercise their dogs while keeping them safe from traffic and seperate from the playground area and others using the park.
