Investigate illegally dumped sewer line that sickened the public during windstorms.

San Carlos residents were exposed to dust contaminated with fecal matter and chemical toxins on October 3rd, 4th and 5th of 2015 by excavated sewer line material and soil that were illegally placed on the Transit Village site by a San Carlos city contractor.  Emails obtained under the California Public Records Act indicate that San Carlos city staff was informed of this issue in September and failed to have the illegally dumped debris removed until the public was exposed during a series of windstorms and complained about the dust.  The City Manager and Public Works Director tried to cover-up the incident by making misleading statements to the public of when they became aware of the matter.

We, the undersigned request that the San Carlos City Council, the San Mateo District Attorney’s office and the San Mateo County Grand Jury investigate:

1)    The circumstances that led to the public being exposed to dust contaminated with fecal matter and chemical toxins. 

2)    Why the city failed to act after receiving complaints from Sam Trans staff about the illegal dumping.

3)    Why the city manager and public works director covered up their knowledge of the illegal dumping by making claims that they were only made aware of the problem after the public complained directly on October 3rd, 4th and 5th.
