Prolific thieves are causing a spike in property crimes in Salmon Arm. Initiating GPS tracking - like Williams Lake has - of these constant offenders would allow police resources to be used more efficiently and help decrease losses to residents.

Insp. Jeff Pelley with the Williams Lake RCMP detachment said in a letter to the Crown "I would rather our officers respond to an electronic monitoring alarm and investigate if the offender is compliant rather than checking a high risk offender multiple times through a night."

 In Williams Lake, for example, RCMP claim 85 per cent of crime in the city is committed by repeat offenders. One offender, in his late 20s, has 277 files with the RCMP, 125 of those were charges and he has breached his probation 60 times.

Salmon Arm has at least one prolific offender who seems to be caught stealing at least once a week but remains on the streets forcing the RCMP to conduct numerous daily checks on this repeat unrepentant criminal. Current law enforcement tactics are obviously not working. 

This man is in my downtown neighbourhood constantly, and I have found him in my backyard twice. Consequently, I am afraid to go outdoors in the evening. To those claiming this policy would violate a criminal's civil rights, I ask that you take a moment to consider the notion that citizens have a right to feel safe in their homes, yards.
