Mullaitivu, a district located in the northern province of Sri Lanka is striving hard to achieve the normal living standards in terms of infrastructure and basic public services after the end of long-standing civil war. One of the important sector which is starving for improvement is health. After the development of the District General Hospital - Mullaitivu (Maancholai) in the recent past, the expected purpose of this institution is not served in this district because of the lack of public usage.

The major reason for that is a corrupted medical officer, who runs a private medical centre in Mulliyawalai (the village where the hospital is located) is diverting the people away from this hospital to export the patients to his private centre in Vavuniya to raise the revenue of it. He is very popular among the innocent people of Mullaitivu district because he was born and bred in the same place. Majority of the people in this district are basically struggling for their daily needs of survival after the war. Though the DGH-Mullaitivu is providing adequate patient care services and uninterrupted specialist medical care, the reputation of this hospital is being badly affected by this medical officer. He is preventing the people from approaching the hospital saying 'the doctors and specialists who work in this hospital are under qualified and they came there to learn the medicine on you all'. He is using the language gap and the ethnicity saying 'Sinhala doctors who work there will not understand anything and they will kill you all by giving wrong treatment' despite most of the Sinhala doctors are fluent in speaking Tamil. This is an attempt of using and widening the ethnic rift for personal gains. He is consistently maintaining a ruined picture about the hospital among the villagers to attract and keep them with him and to export them conveniently to his private centre in Vavuniya. Poor people are doing unreasonable payments for the medical services which are readily available in DGH-Mullaitivu for free of charge. People are travelling to a far distant place (about 75km) to get primary treatments which can be obtained easily in a walking distance.

In addition to the unpleasant experiences and hardships of the poor people, the development of the facilities of this hospital in the future is at risk. Further development of this hospital and its facilities might be obstructed in the future because of the poor audits and statistics of beneficiaries. The medical professionals who serve in this hospital are very much frustrated about this character assassination attitude of this medical officer. The specialists who have come to serve this district are leaving the hospital with great disappointment because of the poor appreciation of their service and the mudslinging nature over their carrier.

Over the hardships of the innocent people who are the victims of long-standing war, this corrupted medical officer is trying to increase his personal income in a crooked manner. This medical officer is currently working in Vavuniya district general hospital. Primarily he owns a private medical institution in Vavuniya and doing his own private practice in Mulliyawalai every weekend. Basically, he is using the private medical centre in Mulliyawalai as the portal of exporting the patients to his Vavuniya institution. In addition, because of his own mismanagement and the attempts to prevent the patients from getting treatment from the nearby hospital, there was a preventable death of a nine months old child in the recent past.

This unethical private practice is happening with the back support and help of some specialists who work in Vavuniya district general hospital. In addition, a medical officer from Mullaitivu district general hospital is also working collaboratively with him. He is using that medical officer to defame this hospital because the people will believe easily if an insider tells something. In short, the medical officer of this hospital is being used to whitewash this unethical and illegal private practice. Even though doing private practice within the province is allowed, exportation of patients from one district to another in a crooked manner and preventing the people from getting treatment in a well facilitated nearby state hospital are unethical.

We kindly request the related authorities to do an investigation on this issue and take necessary actions to safeguard the poor people and the health sector of Mullaitivu district from this medical mafia by the suspension of this unethical private medical centre run by this corrupted medical officer in Mulliyawalai. We are ready to produce the evidence of his unethical practice in case of an official investigation process and an official written complaint will be lodged in the future.
