An appeal to the governments of the countries of the European Union, Ukraine, and Russian Federation, we are requesting to organize the safe evacuation of the civilian population of Ukraine from the zones of military operations.

Civilians of Ukraine located far from the borders do not have the opportunity to safely leave the country. 

Please carry out comprehensive negotiations on the organization of the safe evacuation of citizens from the places of hostilities with the presence of third-party observers.

Security must be provided by both the Russian and Ukrainian sides.

Please take a responsible approach to the issue of safe evacuation of civilians as soon as possible.
