How is it that MiniCab drivers working for the likes of Offices and Uber, must pay the charge, Whilst Black Cab drivers who perform the same job, are exempt?

PHV drivers are majority from an ethnic minority background.
Black cab drivers are majority British born.
Arguably, this is a discrimination issue which must be tackled.

Collectively, it is a huge sum to pay for an individual. And it isn’t the politicians that are feeling this burden; rather the hard working men and women within this industry, that have no choice but to enter the Congestion Charge zone when required.

Agreed, there are huge costs that arise from highly polluted areas, however incorporating environmental impacts into prices doesn’t resolve the market failure that arises from pollution, since all types of vehicles are still entering the Congestion Charging zone.

None-the-less, this exemption removal has highly impacted many PHV drivers that work within the city. Entering the zone is out of the PHV drivers dominion, thus a reasonable solution should be implemented, as it is part of the drivers occupation to simply follow a map when requested.

Consider a viable solution which will benefit all and not just the governments pocket.
