This month as we celebrate Mother’s Day and Sacramento policymakers shape the budget, we need to send a message that they must make a smart investment in high-quality comprehensive early care and learning for babies and toddlers and high-quality pre-k for our 4 year olds. California’s children deserve to be put first.

Too many kids find themselves behind their peers before they even begin kindergarten. By age 3, a low-income child is exposed to 30 million fewer words than more affluent peers. By age 5, they are more than two years behind in language skills. The science shows high-quality early childhood education shapes future success. Sadly, only half of eligible children have Head Start or State Preschool.
In an era of prudent spending, early learning is a smart investment and the best bang for our buck. Forevery $1 dollar invested in early learning, $7 is returned in the form of reduced grade retention, special education placements and crime rates, and more graduations and higher lifetime earnings. And if California were to invest in high-quality pre-k for all, the savings in the prison system alone would amount to more than $1 billion annually due to 13,000 fewer prisoners incarcerated each year.
As California’s economy rebounds, we can’t afford to forget about our kids. The cost to provide pre-k to all 4 year olds is only 2% of our entire state budget—shouldn’t California be willing to invest that much in our children and families?
Our future depends on them.
