Currently the Sacramento Sheriff's 14 member Homeless Outreach Team [HOT] does outreach to people experiencing homelessness living on the streets and in encampments.  The mission of the HOT Team is "to engage homeless individuals with services and enforcement when necessary in order to make a positive impact on our community." They use an "intelligence led policing model."

The Sacramento Regional Coalition to End Homelessness, a member of the Sacramento Services Not Sweeps Coalition, feels strongly that this is a failed model of trying to engage our unhoused neighbors.

We feel that the Sacramento County Board of Supervisors and the Sheriff need to defund the HOT team and reallocate those funds to non-law enforcement community based organizations that can form an interdisciplinary outreach team of experts in public health, mental health and substance use - to build trust and engage our unhoused neighbors in services and affordable housing.
