We need your support for Phase II of the Two Rivers multi-use trail.
The American River Parkway was envisioned as a natural area along the American River bound together with a system of walking and bicycle trails. The current parkway extends from Folsom Dam to the Sacramento River and will be linked to a separate trail system there as well.
The Two Rivers Phase II trail is a critical link to the existing Parkway trail network stretching from Sutter’s Landing Park to the Fair Oaks/H Street bridge. Although the primary use of the trail will be for recreation, it will also provide a safe off-street bicycle and walking link between River Park, Midtown Sacramento and Sacramento State University. Because development of the parkway is limited, the Two Rivers Trail is one of the few permitted ways to improve access to the parkway for residents of all abilities. For example, access to the parkway is limited for physically disabled persons; a paved trail will improve access for these people as well as others.
The Two Rivers Trail will be placed on the river side of levee on the access road where existing, providing privacy for residents who live on the levee and excellent views of the river and the parkway for trail users. Construction of the trail will be limited to the base of the levee; the trail will not cross natural areas of the parkway (such as Paradise Beach).
We understand that there is concern about the impacts our City's homeless population has had and will have on the American River Parkway and adjacent residents. We believe that increasing access to the Parkway will lessen those impacts. Crime Prevention Through Environmental Design (CPTED) is a set of design principles that argue that by increasing access to a public area, such as the Two Rivers Multi-use Trail, communities benefit from increased activity and the “natural surveillance” that comes with more “eyes on the street”.
