A call to scholars and democrats of all countries for solidarity in favor of the autonomy and dignity of Venezuelan universities!

            Venezuela’s public and autonomous universities have been, since their creation, pillars in the creation and defense of an open, free, and plural model of society. They have also historically been one of the most important channels of social mobility for Venezuelans. In many periods of their existence they have generously welcomed exiled faculty, researchers and students, arriving to Venezuela from nations experiencing economic and political difficulties.

            Today however, Venezuela’s autonomous universities are going through particularly bitter times and need the solidarity of all those who believe that the university should be a privileged space for the defense of liberty and equality with pluralism. Venezuelan universities are now seriously threatened by state policies which, under the guise of a so-called and false “democratization” process, are attempting to subject them to the will of an authoritarian project. These policies are suffocating the universities, and they are creating a massive exodus of faculty from their posts. They have also used the judicial system to paralyze the free election of university authorities.

            The budget allocations to universities have become insufficient to fund teaching, research and other functions of the universities, much less to support the basic infrastructure requirements for their normal operations. In addition, the salaries of all university workers, including professors, are now severely degraded. The situation is so serious that a Profesor Titular (full professor) the highest ranking academic position, now earns around $180 per month at the highest official exchange rate (SIMADI). This is approximately half of the current cost of the basic basket of goods, and effectively leaves all university workers under the poverty line.

Because of this dramatic situation, the faculty unions of the ten most important national universities unanimously decided, after several assemblies and a referendum, to go on strike and to not re-start the academic year after the summer break. They acted under their constitutional right to mobilize for the betterment of working conditions and for the defense of the minimum conditions for teaching, research and other university functions.

On November 3, the pro-government deputies of the National Assembly responded to the strike with an agreement recommending the Maduro government begin a process which could eventually lead to a take over of national universities and infringement of their autonomy. The agreement approved by the deputies suggests that the government should name a commission of legal experts in order to file suit against national universities in Venezuela’s highest court for “damages to the Venezuelan state.” They also recommend that the Minister take actions against what it calls “an illegal strike by the universities.” The situation is extremely worrisome given the the lack of independence of public powers and the frank deterioration of the rule of law in Venezuela.

We the undersigned wish to express our energetic condemnation of the discourse and policies of the Venezuelan government, which have eroded the essence of our university institutions. If the proposals passed by the pro-government majority of the National Assembly are accepted by the government, it would mean an important step in the elimination of the plural, open, free, and democratic character that should be enjoyed by the national public universities. We ask for the solidarity of the worldwide university community, and ask them to reject the threats against the essence of Venezuelan universities.
