Timire Park Residents and Ratepayers hereby appeal to your office to urgently intervene and help expedite the development of Timire Park.


We bought stands as subdivisions on a piece of land numbered 9893, Ruwa Township. The aforementioned piece of land is owned by Mr A.M. Gwaradzimba, the Chairman of Shappenex Trading Company. Our contractual agreement with Shappenex Trading Company was that we pay, either a once off payment or monthly over a period of 5 years depending on the stand size.

Shappenex Trading Company has an obligation to fully service the piece of land by constructing sewer and water reticulation systems including tarred roads establishment. This will result in the issuance of the certificate of compliance to the Developer by the Town Council which in turn would result in the residents getting their title deeds.
On several occasions, Mr A.M. Gwaradzimba through his representative, Mr Ratisai, kept on reassuring the residents that the situation was under control and that the area was going to be fully serviced within 2 years i.e. from the year 2013 to 2015, sadly, that did not happen.

Temporary Intervention by Town Council
Ruwa Local Board gave the developer a parallel development permit which was valid for one and half years from Dec 2015 to June 2017 covering phase 1-3 of Timire Park, but, the Developer failed to meet the Town Council’s requirements within the stipulated time frame to-date.

Measures Taken
We have held several meetings with Mr A. M. Gwaradzimba who has made countless verbal undertakings as he could not commit that in writing. The situation is so dire that Timire Park Residents and Ratepayers are agitating for a demonstration or any other legal action that would compel Mr Gwaradzimba to fully perform according to the terms and conditions in the agreement of sale and to the satisfaction of Timire Park community.

Risk                                                                                                                           As Timire Park Residents and Ratepayers we are at high risk of contracting water borne diseases such as cholera, typhoid and many more due to use of unsafe facilities such as wells that are close to temporary toilet facilities in the form of septic tanks. As the rain season has approached, poor storm drainage could result in the formation of water puddles that may prove to be favourable breeding grounds for mosquitoes and other water borne diseases.

Our Appeal
It is our heartfelt appeal to you as Timire Park Residents and Ratepayers that fall under your jurisdiction in Ward 5 of Ruwa Town Council that you urgently intervene in our current predicament as we do not have functional sewer, water and tarred roads establishment. Despite the millions of dollars paid to him by residents, there has been limited development by the land developer since the year 2012 to date.

1. We, the undersigned demand that there be firm commitment in writing for development action by Mr A.M.Gwaradzimba.
2. The residents and ratepayers have resolved and demand that Shappenex Trading Company completes the construction of roads, storm drainages, sewer and water reticulation for Timire Park Housing Project on or before 31 March 2019.
