A Suggestion to curb the Black smoke from Vehicles

Stoppage of BS3 norms vehicle and usage of only BS4 vehicles has been a welcome move and a great milestone towards making India a great country to live in. But the older vehicles like BS1, BS2 and BS3 vehicles with higher smoke levels still continue to ply on roads and have been a huge factor for the smoke pollution.People are unaware about the amount of smoke produced by their vehicle in their busy lives. The people travelling behind is the one who is affected instantly at that place and we all as a Secondary Consumers on a long run.
The suggestion is that a picture of these vehicles can be captured with their number plates and a website can be created where these pics can be uploaded and respective RTO officials can take suitable action to let know the users so that corresponding maintenance on the vehicle can be done and their pollution levels can be rechecked by the RTO officials and then they can be allowed to ply on the roads.
This is more frequently seen in the Government city buses and Metro buses who normally don't care even if they are informed of the issue.
This might look like a miniscule issue, but the raise in avg. temperature levels each year has been a bane for the nation and has to be curbed immediately with immediate measures. Kindly look upon the issue on a longer run.
An eagerly awaiting soul for some change to make India a better place to live in..
