Stop charging VAT on child car seats

I was surprised to see that the HMRC charges VAT (at a reduced rate of 5%) on child safety and booster seats.
Recent changes to guidance have required parents to ensure that their kids are restrained appropriately when travelling in private vehicles and drivers can, quite rightly, be fined £100 for failing to do so.
So how on earth can the government justify their profiting from the sale of compulsory safety devices?
I ask that the Rt Hon Phillip Hammond change child seats and boosters to zero rated and correct what must be an oversight, or justify this charge.
