Stop dogs dying in hot unattended cars

We can park on double yellow lines or exceed our time in a car park and get a ticket, however people are still leaving their "supposed" beloved dogs to slowly cook to death during high temperatures in parked cars. I firmly believe as i'm sure so would the majority of the population that leaving a dog distressed in a hot car should without doubt impose a fine / ticket, and make it law that providing there is photographic or video evidence that a member of the public can safely remove the distressed animal from the car by means of whatever is necessary. The dog should then be taken to a local vet to receive the proper care and hydration required by a member of authority. The owner will then have to collect the animal from the vets, pay the treatment costs together with the fine imposed.
