Help to re house me and my disabled son to a ground floor property.

My son and I live in a two bedroom flat on the 3rd floor. My son is 7 years of age and is wheelchair bound due to being disabled with Spina Bifida causing him to be paralysed from his waist downwards.He also has numerous other medical conditions such a VSD (a whole in his heart). My lift has broken down nearly 20 times since we've lived here. Each time it's broken down it's left us both house bound which means he sometimes misses school and hospital appointments. I've got many professionals involved to help me fight my case as the housing has told me that my son is not high priority and that there's a very small chance that we're going to be re housed to a ground floor property. My son now worry's everyday whether or not he's going to be able to leave home or if he's going to be able to get back in doors. It's not healthy for a child of his age to be constantly worrying about a lift.
The housing has also told us that as my son is quite small for his age (due to his disability) that my property will be suitable for him until he's much older. Due to my flat being on the 3rd floor it's completely unsuitable as we are restricted most of the time. I'm not able to lift my son up and down stairs and I'm most certainly not able to 'bump' him up & down 3 flights of stairs when the lift is out of action. My son had major surgery in November 2015 which has left him with metal work in his back to keep him upright and straight. If I were to bump him up or down stairs and slip then there's a chance of his metal work breaking and having to go in for more surgery.
