Allow free Blue Badge parking in disabled bays!

Unbelievable disability discrimination: but if you park in the (very few bays) for BB parking in the Mount Street car park in Battle, East Sussex and don't pay the same as everybody else you will get a ticket.
This happened to me yesterday. I have used this car park for years, displayed my Blue Badge, always parked in the 'yellow' bays and now someone in Rother District Council has moved the goal posts to entrap the disabled on parking penalties.
My contention is that this grossly unfair, completely in contravention of the principals behind the Blue Badge scheme and blatant disability discrimination.
Sure, if you get your penalty and then go and check the notice board there is, in dirty hard to read writing a catch all 'there is no parking concession for disabled badge holders' in the small print at the bottom of the board.
This is the thin end of the wedge. If councils can arbitrarily withdraw concessions in their desperate bid to bleed funds from drivers of any category what is the point of having marked bays or Blue Badges at all?
My suspicion is that, because the District Council is top heavy with bexhill councillors and Battle is under represented Bexhill is using extortion in Battle car Parks to subsidise Bexhill parking.
