To allow the owners/tenants who have personal pets and/or belongings in their homes, the ability to enter their homes, within a reasonable amount time after an catastrophic event, for the sole purpose of securing people's pets and belongings which include photographs, important documents, ID information, etc, within a reasonable designated time.
