Justice for aged out/adopted foster teens

Currently F.S.S. 409.175, is for licensing of family foster homes, child-placing agencies and more.
There is nothing to help aged out foster teens/adopted foster teens who may have had a juvenile record. Currently we are in the process of fighting so we can keep fostering while having our adopted son (who just turned 18) live with us. He has resided with (10 kids that have come through our door's as a juvenile). Currently we have 3 long-term placements which are his brothers not by blood but by the family we have built.
There aren't enough foster homes in the State of Florida and his charges stemmed from the lack of care, supervision, and mental health while he was in care. He went through 66 homes, shelters, and programs prior to coming to us. None of his charges are a danger to children and he has only grown mentally and physically since being with us.
They allowed us to adopt him a week before his 18th birthday and now we are faced with him being homeless or to stop fostering (which will affect all 4 boys).
Our son has matured enough to say he would rather be homeless then allow us to have our license be taken away because he states "my brothers deserve you and so do other kids".
How is this fair?
