There are no regulations for the approval process to get into mobile home parks. This puts incredible power in the hands of office staff, which affects all residents living in or trying to purchase homes in these parks. I have personal experience with six (6) mobile home parks in Pinellas County, Florida and ALL have the common thread of abuse of power by office staff. The corporations/owners of the parks are well aware of the abuse but allow outrageous fees for background checks, application fees.  There is rampant discrimination denying applicants with no recourse for buyers or sellers.

Residents have zero rights when office staff does not uphold park rules, even with multiple resident complaints/signatures and hours of video proof.  All agencies were notified with the only solution for me was the move, however many elderly residents who could not move are forced to live in fear in their own home.  This is elder abuse allowed to continue.  City code enforcement and/or DBPR (Department of Business and Professional Regulations) could easily implement fines for non-compliance by management. 

To be fair, application/approval process can be changed to a central/county-wide background check that is accepted at all mobile home parks in that county, expiring in 14-30 days.  Can be easily done online, DMV or city hall with reasonable fee of $50/per person.  Next step in approval would be interview process with mobile home park board/at least 3 people.  Approval process should NOT be the decision of one person.  Approval/denial results must be in writing to applicant.
