Petition To Investigate/Suspend Eastgate Manpower Corporation, Mr. Thomas Chan and Mr. Manuel Compasas Roldan For Suspected Corruption And Violations Of Republic Act No. 10022


Dear Presidential Complaint Center And Concerned Departments:


We are writing to you today to report suspected corruption and violations of Republic Act No. 10022. We request a prompt investigation into the illicit behavior outlined below.

These violations have caused enormous and irreparable harm to thousands of OFWs. The Philippines Government owes it to OFWs who sacrifice so much, like myself, to crack down on corrupt, spurious, and illegal recruiters who take advantage of often desperate OFWs who seek to provide for their families. A number of previous complaints were submitted to the Presidential Complaint Center (PCC) regarding suspected corruption within the Department of Labor and Employment (DOLE). The information herein provides indisputable evidence of the bad acting employment agencies and the DOLE officials who provide unjust favoritism to illicit recruiters.

For your immediate and prompt action, it is reported that:


1.) Illicit Lending: Eastgate Manpower Corporation (EMC), is apparently violating Republic Act No. 10022 by actively referring people to Caezar Pacific Money Lending Co. Ltd. (Ceazar). The actions of EMC violate the prohibition of employment agencies granting or facilitating loans to OFWs that carry an interest rate exceeding 8% per annum, as stated in Republic Act No. 10022;

Worse, Ceazar had its license to operate as a money lender revoked with cancellation in 2017. Therefore the actions of EMC not only constitute illegal facilitation of excessive interest loans but the egregious behavior of coordinating with an unlicensed money lender constitutes estafa and economic sabotage;


2.) Economic Sabotage: EMC reportedly actively violates Republic Act No. 10022 by requiring OFWs to use a specific training center that charges unusually high fees of around 30,000 PHP. This is inappropriate because Republic Act No. 10022 prohibits agencies from having exclusive relationships with training centers or medical clinics. Mr. Thomas Chan’s agency admitted that the fees exceeding 44,000 PHP which is highly abusive;


3.) Republic Act No. 10022 & Favouritism: Finally, and perhaps more damning, multiple reports in circulation document that Mr. Manuel Compasas Roldan is openly violating Section 1 of Republic Act No. 10022 Rule 5, Section 1 - PROHIBITION OF GOVERNMENT PERSONNEL, by having fourth or closer civil degree of consanguinity or affinity with Mr. Thomas Chan, who is a manager to EMC and owner of Bright International Services Co.

In consideration of the above, either independently or jointly with previous complaints, it is requested that the Presidential Complaint Center immediately investigate/suspend EMC, Mr. Thomas Chan and Mr. Manuel Compasas Roldan for suspected corruption and violations of Republic Act No. 10022.
