Are you aware that the town of Rockport (our Select Board) is fast tracking the build of a new Library that is significantly over budget? The project lacks true financial transparency and is about to change the heart of Rockport forever. We believe many resident are not aware of what is happening. Take a look and decide for yourself.

The proposed 10,000 Sq.Ft. building is so large it requires blasting and moving a village road to fit while destroying our War Memorial park and green space. Most worrisome,  the design creates a very unsafe 4-road intersection on a hill at a blind corner. The DOT and D&G Engineers are on record saying that the proposed intersection of Russel, Union, Central and Limerock is unsafe. (!) Why would the Select Board implement this design if it is unsafe? If it were 5500sq ft it would be twice the size of the former library and considerably less expensive. 

What the town approved: In the vote, residents approved a design concept for a total cost of the new library project to be $3,500,000 ($1,500,000 from Bond, $2,000,000 from Foundation). 

What the Library will really cost us: $4,380,000 total costs - $3,500,000 budget =  $880,000 over what we voted for….below is a breakdown of costs:

  • $2,900,000 Phi construction of building (they said it would include parking cost but this was a vague statement)
  • $150,000  for demolition of old building (no one seems to know where this money came from but it was spent)
  • $600,000 for “soft costs” (this was stated at last meeting) (this should include all fees and FFE) (this is a very low guesstimate)
  • $150,000 for intersection (not part of Phi budget) ($250,000 - $100,000 paid by DOT- this is what we have been told) 
  • $100,000 for landscaping  (not part of Phi budget)
  • $100,000 for parking
  • $350,000 for reasonable 10% contingency expense  (not part of Phi budget)
  • Owners Representative $ ?? (to be hire and paid for by who?) 

1. Are you as a Rockport taxpayer willing to pay for the overspend of the Library?

2. Do you believe the Select Board should represent the interests of all residents and therefore communicate where, how and why your tax dollars are spent?

3. The Select Board should adhere to the budget that was approved by voters and make changes to the design if necessary to meet that number. There are alternate ideas - either make the building smaller (from 10,000 to 5,500 sq. ft) or consider a design called 'Library in the Park'. This design is under budget, creates a safe intersection, provides parking and saves the War Memorial park! Urge the Select Board to consider this design as a solution the town could implement that meets is a compromise and fiscally responsible.

Time is CRITICAL. What you can do today:
