Update: watershed wetlands were destroyed in bulldozing an 12.6ha area for this proposed quarry, before any permit was issued. We have also shown Scotian Materials may be quarrying below the water table, which requires further study to ensure no negative impacts on wells.
A permit was issued for a less-than-4ha quarry in Goffs, Nova Scotia on September 15, 2015 to Scotian Materials after 3.5 years of public opposition and appeals. The permit was revoked on November 3, 2015 by the then-minister, Andrew Younger, citing lack of public consultation. The minister was fired 2 days later, with other reasons given. The other appeals were to be reviewed, but they were tossed quickly when the new minister took his seat. The zoning is AE-4 (Aerotech 4), which prohibits quarrying, Halifax Regional Municipality refused a development permit, and Halifax International Airport Authority appealed the permit along with several other stakeholders. Nova Scotia Environment is reviewing another application received early in 2016. There is evidence that: 1) the quarry footprint is surrounded by watercourses and wetlands, and these wetlands are part of a complex within a watershed and connected to wetlands in 3 protected areas, 2) the water quality in the area is already low, in part due to damage caused 60 years ago by acid rock drainage from construction at the nearby airport site, and the wetlands likely act to filter this poor quality water and improve it, 3) the proponent requires multiple additional approvals which have not been provided to Nova Scotia Environment, 4) there may be a political connection and 5) the natural gas pipeline, which runs within 200m of the proposed site, is at risk of being ruptured, according to a renowned blasting expert who analyzed several blast plans submitted by Scotian Materials. Scotian Materials has continuously made false claims, including that there is a small dedicated group intent on stopping the quarry. Show him we are not small!! Show the government you expect them to make appropriate decisions to protect their citizens!
