There are many reasons for SIGNING this petition. It will be horrific for the residents of the communities:

1. Pubic Health: The International Agency for Research on Cancer, classifies diesel engine exhaust as carcinogenic to humans, based on sufficient evidence that exposure is associated with increased risk to lung cancer.
2. Safety: There are a number of concerns in these residential areas, where a majority of the trucks will be traveling. The semi-trucks will also cause wear and tear on the roads at an increased rate, making the roads unsafe. Finally, an increase of 1% truck traffic volume results in a disproportionately higher increase in severe crash probability.
3. Comfort: Noise generated by passing truck traffic would exceed OSHA regulations including a disturbance to our rural communities

GAVILAN HILLS/LAKE MATHEWS UNITED CITIZENS
THE PETITIONERS – We the signatories to this petition, are residents of the rural unincorporated Riverside County communities of Gavilan Hills (Gavilan Plateau) and Lake Mathews.

THE BASIS OF OUR PETITION -
Currently, Altman’s, Village Nursery, and other commercial
companies are operating heavy (40,000 – 90,000 pound) 18-wheel commercial diesel trucks day and night on Lake Mathews, Gavilan, and Santa Rosa Mine Roads in Western Riverside County. These are mountain roads that traverse the rural unincorporated residential communities of Lake Mathews and the Gavilan Plateau. It is our strong position that the operating these large 18-wheel commercial diesel trucks on our narrow mountain roads creates a serious and unreasonable threat to safety of our residents, their children, pedestrians, equestrians, and visitors to our state and county reserves and parks. Further, the operation of these 600 hp. to 1,000+ hp. diesel trucks has been scientifically proven to create
high levels of air pollution- something that will likely have long ranging impact on the sensitive ecology of the Estelle Mountain Reserve, Lake Mathews Reserve and Harford Springs Park/Reserve – as well creating potential serious health issues for our residents.

LEGAL PROVISIONS TO PROTECT - Under the provisions of the California Vehicle Code35712 the Riverside County Board of Supervisors can pass a County Ordinance to “protect the public” from unsafe operation of heavy (40,000 – 90,000 pound) 18-wheel commercial diesel trucks in and through the rural unincorporated mountain region of Riverside County called the Gavilan Plateau and Lake Mathews by passing a County Ordinance restricting Lake Mathews, Gavilan, and Santa Rosa Mine Roads to the operation of commercial vehicles under 14,000
pounds.

(a) Any county may, by ordinance, prohibit the use of any highway located in an unincorporated residential or subdivision area by any commercial vehicle exceeding a gross weight of 14,000 pounds.

(b) Any county of the third class, as defined by Section 28024 of the Government Code, or of the ninth class, as defined by Section 28030 of the Government Code, may, by ordinance, prohibit the use of any highway located in an unincorporated residential or subdivision area by any commercial vehicle exceeding a gross weight of 5,000 pounds.

(c) This section does not apply to a vehicle operated by, or on behalf of, a public utility in connection with the installation, operation, maintenance, or repair of its facilities.

Santa Rosa Mine Road – is a narrow and winding mountain Road that comes up to the Gavilan Plateau from Highway 74 - Perris/Lake Elsinore areas. Santa Rosa Mine Road is only 22’ wide generally.
A second nursery, Village Nursery located 1⁄2 way down Santa Rosa Mine Rd. on Christmas Tree Lane also operates commercial 18- wheel trucks up and down Santa Rosa Mine, Gavilan and Lake Mathews Roads. Increasing hazardous road conditions.
SAFETY ISSUES ON GAVILAN ROAD 

No place for commercial 18-wheel trucks to safely pull over. Goes through the heavily used Harford Springs County Park – a protected wildlife area that has horse and hiking trails that cross Gavilan Rd.
