Right to fly the Indian Flag on a common man's vehicle

The title may sound strange to you, but it has a lot of significance which never got anyone's attention.
In India, the privilege of flying the national flag on vehicles is restricted to the President, Vice-President, Chief Justice and Other Justice of the Supreme Court and the Prime Minister, Governors and Lieutenant Governor of states, Chief Minister, Chief Justice and Justice of High Court of States, Union Ministers, members of the Parliament of India and state legislatures of the Indian states (Vidhan Sabha and Vidhan Parishad), and flag officers of the Army, Navy and Air Force, with no rights to the citizens of the country to fly the flag on their vehicles. The citizens are only allowed to fly the party (INC, BJP etc.) flags on their vehicles.
The primary objective of this petition is to instill in the citizens of India, a sense of pride in the Tiranga.
There must be some rules and regulations with it followed by some punishment/fines for any kind of disrespect towards the National Flag by the citizens. It's not that after the the right is given, every citizen would fly the National Flag on her/his vehicle, but just the right shouldn't be curtailed.
Today i.e. 17 March 2017 at 11:15 a.m. I was stopped by the Traffic Police at the Ambedkar Circle (Jaipur, Rajasthan) for flying the Indian Flag on my car just because the car was without the "laal batti"(we've to remove it due to some reasons). It disturbed me a lot.
Mr. Naveen Jindal, an Indian Industrialist and a former Member of Parliament established the Flag Foundation of India in 2004 after the landmark ruling of the Supreme Court in favour of him which cited a new fundamental right that would allow every Indian to hoist the National Flag on all days of the year. Taking an inspiration from him, I've decided to start this petition.
India is the largest democratic country in the world and every citizen of the country is proud of the fact. Indians should be allowed to own the National Flag completely.
