The Right Honourable Justin Trudeau
Prime Minister of Canada
80 Wellington Street
Ottawa, ON K1A 0A2
Dear Sir:
In his March 23, 2020, letter to the leaders of the G20 countries, UN Secretary-General Antonio Guterres declared, “I am encouraging the waiving of sanctions imposed on countries to ensure access to food, essential health supplies, and COVID-19 medical support.
This is the time for solidarity not exclusion... Let us remember that we are only as strong as the weakest health system in our interconnected world.”1 Mr. Guterres was likely responding to a joint letter from the ambassadors from China, Cuba, North Korea, Iran, Nicaragua, Russia, Syria and Venezuela, calling for sanctions relief.2

Following upon Mr. Guterres’ appeal, and noting that Canada is a member of the G-20, we call upon your government to set a bold example for the G-20 and the world by suspending, at least for the duration of the pandemic, all of the economic sanctions which Canada may have levelled against sovereign states and their citizens, in particular, against Syria, Venezuela, Iran, Nicaragua, Russia, and North Korea.
Finally, we urge your government to comply with Mr. Guterres’ call for a temporary global ceasefire and for a global fund to help poorer countries fight the pandemic.

In view of the urgency of the situation, we look forward to your earliest possible reply.
