It’s time to revive Richmond! We are asking the City Council of Richmond to see and realize the true value and potential of the Hilltop site. 

The City of Richmond deserves a long term plan that will continue to improve and bring prosperity to the City of Richmond. How do we do this?

Turning Hilltop into another distribution center is an easy signature for the Mayor and will generate some revenue but it will not bring the new homes, retail, services and jobs that Richmond deserves. In a nutshell, it will not bring new “life” and vitality in the same way.

The Hilltop mall should be redeveloped into an open, mixed use development with both market rate and below market rate homes, lofts, and apartments. This residential area would be walking distance to retail, restaurants and a grocery store. It should be a place where locals can take walks and meet and gather.

At present, the residents of Richmond and the Hilltop area need to drive outside of Richmond to shop for groceries and other services. This is very unusual because most cities, the size of Richmond will have their own grocery store and other retailers and services. The local neighborhoods around Hilltop need to take their money and spend it in other cities such as Pinole, El Cerrito and Berkeley and this will not change if we do not redevelop Hilltop.

There are other cities such as Emeryville and Concord that also have a considerable population that needs support. And yet they are able to continue to improve and develop their cities, attracting new businesses and developments bringing new jobs and vitality to their cities.

We want to see a long term plan for Hilltop that will bring vitality and prosperity for the City of Richmond and neighboring communities.

1) We ask that Hilltop be redeveloped with vision and foresight into a mixed-use development that will bring new homes and jobs into the area.

2) We ask that viable and attractive businesses and services be brought to Hilltop. (Whole Foods, Trader Joe’s, or Co-op Grocery stores, retail and services. Successful examples include the Veranda and Bay Street). We need to offer these businesses an incentive to join us at Hilltop.

3) Work with the UC Berkeley Architecture Department and its students —ask them to draw plans for mixed-use redeveloped plans for Hilltop.

Hilltop needs to be redeveloped to it’s fullest potential. We implore the Richmond City Council and Mayor Tom Butt to not waste this opportunity  but fully utilize your once in a lifetime chance to turn Hilltop into something that will improve our City for generations to come.
