Ex-San Diego Sheriff-Sexual Predator Victims Demand Justice

A former San Diego County sheriff’s deputy pled guilty Sept 9, to assaulting 16 women while on duty and in uniform, including women who had called the department for help. The women accuse Fischer of hugging or kissing them without consent, groping their bodies and even forcing them to perform oral copulation during incidents between 2015 and 2017 in several communities including Vista, Lakeside, El Cajon and San Marcos. Prosecutors said Fischer would return to victims' homes late at night after the call had been cleared from dispatch records and no other deputies were present.

A plea agreement was reached on the day the trial was scheduled to begin. Until his guilty plea, Fischer had repeatedly denied he assaulted women while under the color of authority calling the victims liars and holding a news conference where he stated "These false allegations are extremely hurtful and disheartening". An amended criminal complaint was filed with seven charges against 16 women, far fewer and less severe than the 20 charges the District Attorney's Office had at one point filed against the former deputy; all charges of sexual assault were dropped. The charges included in the plea agreement were four felony counts of assault and battery by an officer, two counts of misdemeanor assault by an officer and one count of misdemeanor false imprisonment. The maximum penalty Fischer is facing is five years behind bars, but the minimum is probation. If the case would have made it to trial and no plea agreement was reached Fischer faced more than 25 years in state prison if convicted on all counts.

Sentencing is due to start December 10,2019. Fischer's plea deal could open the door for the ex-deputy to once again serve in law enforcement. When sentenced, If Fischer was granted probation and successfully complete it, he would be able to petition to have his felony convictions reduced to misdemeanors. If the felony convictions are reduced and Fischer does not have to register as a sex offender, there's a chance Fischer could return to law enforcement!!!!!!!

As a sworn officer, authority and a badge is something you are honored to have. In return the community invests trust in you and depends on you for protection. What happens when the one who is supposed to provide us with protection has no integrity and we end up needing to be protected from them? Richard Fischer should be held accountable to the highest extent of the law based solely on the fact that he was in a position of authority and used his badge to take advantage of myself and multiple other woman. Mothers, daughters, grandmothers, wives... We should not be fearful of being sexually violated by a law enforcement officer.

We cant reverse the plea agreement that has already been put in place, but we can ask Judge Daniel Goldstein to sentence him accordingly. With all the evidence of what he put us through and the fact that his charges have been so dramatically reduced due to the plea agreement he should serve the maximum 5 years in prison and due to the nature of his crimes SEX REGISTRATION SHOULD BE MANDATORY!! Without being required to register as a sex offender we are risking the possibility of this predator being placed back into a position of authority and also showing other predators that all you will be punished with is a slap on the hand. Please help us put Richard Fischer's trail of psychological coercion and sexual assaults on woman to an end,. Thank you
