AB 1184 (Ting) as amended on June 26, which establishes the California Electric Vehicle Initiative, due to the measure’s exclusion of incentives for fuel cell electric vehicles and potentially wrest monies currently used for hydrogen fueling stations.

Fuel cell electric vehicles are a critical and necessary part of California’s ability to reach its zero emission vehicle targets.  The state has, in the past, maintained a technology-neutral approach to incentives, specifically because a one-size-fits-all approach fails to meet consumer needs.  Some consumers are best suited for battery electric vehicles, while other consumers, with longer distance commutes for instance, are best suited for fuel cell vehicles.

Unfortunately, AB 1184’s omission of incentives for fuel cell vehicles and their fueling infrastructure makes the air quality and consumer needs of Californians further out of reach.  California’s goal of reaching 1.5 million zero emission vehicles by 2025 should not be made more challenging by limiting state benefits to one technology only.  Both zero emission vehicle technologies and their respective fueling infrastructures should be incentivized for growth.

While AB 1184 (Ting) seeks to accelerate the deployment and availability of zero emission vehicles in California, it fails to include all available technologies, slowing consumer acceptance and much-needed air quality improvements.            

For these reasons, we urge your “NO” vote on AB 1184 when the measure comes before you, unless amended to include fuel cell vehicles and hydrogen fueling stations.
