The Rhode Island Airport Corporation (RIAC) is entrusted by the RI legislature with the responsibility of maintaining the RI State Airports for AVIATION USE. There is a new proposal from the Quonset Development Corp (QDC), who is responsible for off-airport land within the Quonset business park, to acquire 21.3 acres of land from RIAC on the North side of the field to use for the storage and laydown of wind turbine blades. This parcel sits alongside the approach end of Runway 16 facing Narragansett Bay, and is prime acreage for development of corporate hangars, GA T-hangars, aviation-related maintenance business, airport operations vehicles, and possibly a cargo facility or a second fixed-based operator (FBO). A second FBO at Quonset will stimulate aviation business and use at Quonset if new hangars are built in that location, as there is a tremendous need for aircraft hangars in RI. There are few facilities left that can support such development, and storing turbine blades there is not the best use of the valuable airport property.

Intended Aviation Use of the subject 21.3 acre parcel can support many businesses in RI and help the overall economy, not just those specializing in windfarm development. Governor Raimondo signed an executive order committing RI to 100% renewable energy by the end of the decade. This policy was never agreed to by the voters of RI.  Much of the off-airport land within Quonset has been leased to one tenant (NORAD), and there is plenty of property for laying down wind turbine blades off-airport if QDC reclaims some of that property from new cars that are parked everywhere on the Davisville side of the business park (you may recall voters also vehemently opposed port expansion), rather than taking prime airport property.

Quonset State Airport is one of six airports under RIAC responsibility, but it is a unique asset with its 8000’ runways (that can land Air Force One, among almost any other plane), instrument approaches, highway access, over water approaches, and proximity to many local business including those in Newport. It is a primary reliever airport to Providence, and hosts many corporate jets, smaller general aviation (GA) planes, and two RI National Guard units. With the expansion of many business at Quonset, including Electric Boat (EB) and NORAD, land at Quonset has become more and more scarce. Access to Quonset airport, particularly when EB traffic lets out, has become more difficult. The subject 21.3 acre parcel on the North side of the field has its own Davisville entrance unencumbered by EB traffic, and is ripe for on-airport aviation-related development for a multi-use corporate GA hangar facility.
