Murder by police is the 6th leading cause of death for a young black man. 99% of killings by police officers have not resulted on officers being charged with a crime. We can't stop the problem all together but we need to hold the officers accountable for assault or even murder just as we would any other citizen. Restructuring civilian payouts for police misconduct will reduce police killings and police use of force by increasing the accountability that police departments have to the communities they serve.
