Heavenly Hilltops is a horse boarding and equine therapy business as well as a member of the Clinton, NY Chamber of Commerce. We were notified that the owner of property at the intersection of Post Street and Shanley Road (the property right next to Heavenly Hilltops) in the Town of Marshall, Oneida County, NY is planning to expand activity at his limestone quarry to include drilling and blasting, and also expand the size of the operation. Many close neighbors have banded together to try and fight this because of many concerns, including:

- Noise from the drilling and blasting
- Heavy stone trucks coming to and from the mine (this would mean an increase in trucks into the towns of Kirkland and Paris as well as Marshall)
- Water table concerns
- Possible contamination of wells from water that will be used to contain dust caused by mining operations
- Possible damage to wells and basements from the dynamite blasts
- Possible damage to the gas line very nearby the mine
- Loss of property values
- Disruption to the horse boarding and equine therapy business that is adjacent to the mine, as well as disruption to the home schooling of children who live near the mine. 

The NYS Department of Environmental Conservation is poised to approve a permit for blasting to be allowed. We have been making the DEC aware of our concerns of damage to this residential area for over a year to no avail, and will continue to do so. More promising are our efforts to block this through the Town of Marshall, as the Town has some power to control where such operations are allowed. The Town of Marshall has granted a public hearing to take place Tuesday, January 7, 2020, at 7:00 p.m. in the Town Hall in Deansboro. If you too feel that this would be a detriment to our area – a case of one property owner’s actions causing damage to those around him – we urge you to attend the meeting to support these efforts and also please take a moment to sign our petition.

The Outcome we are petitioning for: 
We, neighbors of the Schachtler Quarry on Shanley Road, Waterville, Oneida County, NY; residents of the Town of Marshall; and surrounding community, petition the governing boards of the Town of Marshall to enact a moratorium to halt all further mining activity in any agricultural district in the Town until such time as they have had time to review the zoning laws, in the hope that the boards will amend such laws to eliminate mining as a special permit use in such districts. (Note: Hanson PLC in Oriskany Falls is in a “natural products” zone and would not be affected.)
