This petition serves to notify Kitsap Public Utility District (KPUD) that (1) many residents of the Hite Center neighborhood are dissatisfied with their current internet service, (2) the residents of this neighborhood recognize that reliable, affordable, high-speed, broadband internet service is essential, and (3) we demand access to such internet service by way of fiber-optic communication infrastructure.

Internet service in this neighborhood is typically provided by way of phone line (dial-up and DSL), cable, and satellite internet. These services are often slow and unreliable due to a multitude of factors, including the use of an aging infrastructure, low total available bandwidth, and poor customer service. Further, the lacking selection of “internet service providers”, or ISPs, providing service to this neighborhood leaves many customers feeling “stuck” and undervalued.

Fiber-optic internet, or simply “fiber”, is a form of high-speed, broadband internet that uses light to transmit data rather than electricity. The advantage of this is its increased bandwidth (or speed) over conventional internet infrastructure, such as DSL and cable. Most fiber internet connections range anywhere from 100Mbps to 1Gbps, allowing multiple users to utilize the same connection without any slowdowns or disruptions. Because there are no current practical limits to the transmission speed of data within a fiber-optic cable, it is feasible to expect speeds of 100Gbps or more someday.

One cost effective method of bringing fiber-optic internet to our neighborhood is to form what is known as a “local utility district”, or LUD. The purpose of the LUD is to effectively share the total cost of fiber installation among all residents. The total cost to each residence is dependent on a number of factors, including the number of participating residences in the LUD and the distance to the respective residence from the closest service junction (currently at the intersection of Holly Rd and Seabeck-Holly Rd). Put plainly, the further downstream a residence is located, the higher the cost assumed by that customer. However, the more customers participating in the LUD, the lower the overall cost to each customer.

KPUD currently requires the signatures of a simple majority of residents in a group (50% + 1) to form a LUD. This process has been completed by a handful of other groups and neighborhoods around the county over the past few years. Not only has the formation of these LUDs successfully brought fiber to these communities, it has made it affordable. Let’s make this happen in our neighborhood by joining together to show KPUD we are serious about this project.

With a simply majority of the residents of the Hite Center neighborhood, we formally petition KPUD to form a local utility district, or LUD, for the purpose of planning, financing, and constructing a fiber-optic communication infrastructure along Hite Center Rd and its various downstream public roads and easements to provide this neighborhood with access to reliable, affordable, high-speed, broadband internet service.

For the purpose of this petition, the term “Hite Center neighborhood”, or simply “neighborhood”, includes (and is strictly limited to) any residence whose principle access requires the use of Hite Center Rd. This includes any residence whose primary street is “Hite Center Rd”, “Cowboy Ln”, “Sally Rd”, “Lusby Ln”, or “Sunset Ln”.
