For many years owners of vehicles have been removing their "stock factory mufflers" and replacing them "illegal aftermarket mufflers" or "no mufflers at all". The sound emanating from these vehicles disturbs people of all demographics. The British Columbia Motor Vehicle Act and virtually all City bylaws prohibit "excessively loud vehicles" and yet Police Departments  are failing to enforce these laws which has resulted in a epidemic of "excessively noisy vehicles"!  A group of Kelowna citizens filed an "Access to Information and Privacy" request with the Ottawa RCMP to see how many tickets have been issued under Section 7.03 of the British Columbia Motor Vehicle Act which "prohibits the use of internal combustion engines without mufflers"! That request came back as "zero" tickets issued in 2019 and 2020. We have persistently lobbied the Kelowna RCMP to initiate  enforcement but they flatly refused to do so. While they consistently make announcements on local "Castanet News" that "enforcement will be initiated", it never does.  Our group has filed a "Citizens Complaint Review Commission"( the Ottawa watchdog over the RCMP)  report against Sergeant Booth of the Traffic Division  and several  Officers that were summoned to incidents of "vehicles without mufflers" where they refused to ticket the offenders. Our group of concerned Kelowna residents are contemplating a Civil Suit in order to force the RCMP to start doing their job. We encourage residents of all cities and towns that are annoyed by the sound of "excessively loud vehicles" to call their local Police Departments  and demand immediate enforcement !
