Why this petition matters
Proposed planning permit for use and Development of Land for the purpose of a Place of Assembly, at 1-3 Battersby Way, Lysterfield South.
A planning permit has been proposed for a house of assembly, in the existing low density residential suburb of Lysterfield South.
Local residents are voicing their opposition to this proposal, as being out of step with the existing low density zoning and residencies.
The proposed site is touted to operate:
-Monday to Friday, 10-20 people 3pm to 10pm.
-Saturdays and Sundays, 100-150 people 9am to 11pm.
30 Special days in a year 100 to 150 people, 3pm to 11:30pm.
Proposed parking: 58 parking spots (for 150 people plus 20 staff)
Local resident concerns include:
* The traffic impact - particularly to Churchill Park Drive. It is highly likey attendees and visitors to the proposed site will travel from surrounding suburbs, meaning a huge increase to traffic along the residential Churchill Park Drive. On weekends, this will be on top of existing leisure traffic that currently travels to nearby car parks of Lysterfield Lake Park and Churchill National Park.
*Such a development will not be keeping in line with the existing low density zoning and dwellings in Lysterfield South, which is currently comprised of 100% residential dwellings. It is proposed that this sort of development would be more suitably placed in a surrounding suburb, where a mix of resi, commercial and other ventures already exist.
*The area is well known for it's wildlife, in particular a heavy populous of local kangaroos. The proposed site not only regularly supports grazing kangaroos, but is often a thoroughfare for their travel at dawn & dusk. The size and scope of the proposed development would have a much greater detrimental impact to the wildlife, including kangaroos, than any residential development on these sites.
*Bushfire management risks. The area being flanked by two national parks means bushfire management needs to be heavily considered. At present, there are only two routes out of Lysterfield South in case of emergency evacuation. It is felt inappropriate to locate a commercial venture at this site, given the increased patronage this would bring to the immediate area and the additional risks involved with safe and timely evacuation in need. Many residents recall all too vividly previous events where one evacuation road has been cut off, leaving many feeling vulnerable in high-risk periods.
Overall, regardless of the specific activities of such a proposal (religious, commercial etc), this petition argues against any such venture in this low density, residential community and believe such a proposal to be completely out of step with the existing Lysterfield South zoning.
