Rescind New TPS policy for UCSB Graduate Employees
It has come to our attention that there is a new parking policy for graduate student employees that will take effect this summer and will be enforced indefinitely.
Graduate student employees (>45% employment) will no longer be able to park in "Faculty/Staff" lots during normal business hours using GS or TAP permits. Parking for graduate student employees will be restricted to Lots 16, 18, 22, 23, 27, 30, 31, 32, 37, and 40, which are all located on the west side of the main campus (http://app.tps.ucsb.edu/mapFlash.aspx). There are two major issues with the implementation of this new policy:
(1) There is no change in the annual or quarterly rate for the graduate student employee parking permit that reflects the new restriction. The rates remain the same between the staff and graduate student employee parking permits.
(2) There are approximately 125 graduate students across the Department of Ecology, Evolution, and Marine Biology (EEMB) and the Interdepartmental Graduate Program in Marine Science (IGPMS). Most of us work and/or teach daily, typically exceeding official employment appointments, on the east side of the main campus (Marine Biotechnology Building, the Marine Science Research Building, the Life Sciences Building, Noble Hall, and Webb Hall). Others work near the Devereux Slough by West Campus. Restricting us from parking in Lots 1, 3, 4, 5, 6, 8, 9, 10, and 45 will negatively affect our ability and efficiency to conduct research. Particularly, it will obstruct and delay the frequent transport of gear, equipment, and samples to and from field research sites. In addition, the restriction will also impact our ability to effectively serve the 15% of the undergraduate population (>3,000 students) enrolled in the biological sciences (http://bap.ucsb.edu/institutional.research/campus.profiles/campus.profiles.2016.17.pdf ). Many of the courses required of undergraduates to earn a bachelor’s degree in the biological sciences are taught in the east side of campus.
We respectfully request that the new parking policy for graduate students is rescinded to ensure fairness in parking permit rates and to facilitate a positive work and research environment for graduate student employees.
As workers and current UC employees in UAW 2865 UCSB, we want our current UAW 2865 contract recognized and enforced, including Article 21 on parking and transit, and all others that may apply.
"Article 21: Parking and Transit
At all campuses but Santa Cruz, ASEs shall have the option to participate in parking and parking-related services that are available to and on the same basis as other similarly situated employees including, but not limited to, pre-tax and payroll deduction options.At Santa Cruz, ASEs shall be eligible to participate in the University sponsored pre-tax and payroll deduction parking programs.
At all campuses but Santa Cruz, ASEs shall have the option to participate in all transit programs that are available to and on the same basis as similarly situated employees.At Santa Cruz, ASEs shall be eligible to participate in employee transit programs, including but not limited to the Emergency Ride Home program and free summer bus passes.
The University reserves the sole right to establish and change parking and transit rates, open and close lots and modify parking and transit conditions and regulations. The University shall provide 30 days advance written notice to the UAW of any proposed change or increase in parking and transit rates. The University shall meet upon request of the UAW to discuss and receive comments regarding any proposed change in parking and transit rates."

We demand access to equitable parking passes as other staff with restoring "Pass B" and access to current lots per contract, and that all losses be made whole.
We want UAW 2865, and our elected campus representatives of UAW 2865 UCSB, to utilize our union resources, collective bargaining rights, contract, meetings, grievance procedures, and arbitration- if needed to- restore our access to Parking Pass B and staff lots, as established in our current contract that is effective through June 30, 2018.
