Petition to Prohibit the Desecration of Foreign Flags in India, Especially When Involving Religious Symbols or Texts

To:
The Honorable President of India
The Prime Minister of India
The Minister of Home Affairs
The Minister of External Affairs

Subject: Request to Enact Legal Measures to Prohibit the Desecration of Foreign National Flags, Especially Those Bearing Religious Symbols or Sacred Texts, in the Interest of Communal Harmony and Diplomatic Integrity

Respected Sir/Madam,

I am writing to you as a concerned global citizen and a Malaysian, who has great respect for the values of pluralism, peace, and mutual respect that India has long upheld. While I acknowledge and respect the right of individuals to protest peacefully, I am deeply troubled by the increasing instances of burning or desecrating foreign national flags in India, especially those bearing religious quotes or sacred symbols. Such actions, while perhaps intended as expressions of political dissent, are both morally wrong and harmful to the fabric of international relations and communal harmony.

Key Concerns:

  • Moral and Ethical Grounds:
A national flag is a sacred symbol representing the identity, culture, and values of a nation and its people. The desecration of foreign flags—particularly those that carry religious phrases or sacred emblems—is a direct affront not only to that nation but to its citizens and believers worldwide. This behavior goes against the spirit of respect that India has always championed in its diverse, multi-faith society.
  • The Recent Saudi Arabia Flag Incident:
In a recent protest, the flag of Saudi Arabia, which contains the Shahada (the Islamic declaration of faith), was stepped on and desecrated. This act was not only a disrespect to Saudi Arabia but also deeply offensive to Muslims around the world. This is particularly concerning because Saudi Arabia has been a long-standing ally of India, offering crucial assistance during the COVID-19 pandemic, such as supplying medical resources, repatriating stranded Indian citizens, and supporting India’s efforts in its time of need. Such acts of disrespect risk undermining the positive diplomatic relations between the two nations.
  • Impact on Diplomatic Relations:
India has always enjoyed strong ties with its international allies, including Saudi Arabia. Disrespecting the flag of another country, particularly one with religious significance, has the potential to damage these diplomatic ties. The support India received from Saudi Arabia during the pandemic is a reminder of the importance of maintaining positive, cooperative relationships with global partners. Acts of flag desecration send the wrong message and can weaken such valuable relationships.
  • Harmful to Communal Harmony:
India’s strength lies in its rich diversity and its commitment to fostering peace among different religious and cultural communities. Desecrating foreign flags—especially those with religious symbols—has the potential to exacerbate communal tensions and fuel hatred. This undermines India’s role as a beacon of secularism and harmony in a world that increasingly faces divisions.
  • Legal Gap:
While India’s Prevention of Insults to National Honour Act (1971) protects the Indian national flag, there is currently no law that explicitly addresses the desecration of foreign national flags, especially those with religious significance. This is a legal gap that needs to be addressed urgently to avoid further tensions and conflicts.

    Our Appeal:
As a Malaysian who values peace, respect, and the mutual cooperation between nations, I respectfully urge the Government of India to:

Introduce or amend legislation that explicitly prohibits the desecration of foreign national flags, especially those containing religious or sacred symbols.
Classify such acts as criminal offenses, particularly those that may incite religious or communal hatred and damage diplomatic relations.
Conduct public awareness campaigns to educate citizens on the importance of respecting the flags of all nations and promoting peaceful, respectful forms of protest.
Ensure that law enforcement authorities respond swiftly and appropriately to incidents of flag desecration, holding individuals accountable for their actions.
Acknowledgment of India’s Current Stand:
I also want to take this opportunity to express my deep respect and admiration for India’s current stance in the face of ongoing challenges, particularly the recent military and security issues the country is facing. I am deeply moved by the sacrifices made by India’s armed forces, and I stand with the nation in honoring the lives lost in the pursuit of national security and peace.

As a Malaysian, I truly admire the courage and resilience of the Indian people, and my heart goes out to all those who have been affected by the current conflict. India’s unwavering resolve in protecting its sovereignty and its citizens is something I hold in the highest regard.

India is a country admired around the world for its commitment to tolerance, diversity, and interfaith harmony. Let us uphold these values not just in theory but in practice, by rejecting all forms of protest that disrespect the dignity of another nation, religion, or belief system. We must always choose the path of respect, cooperation, and peace.

Sincerely,
Sasikala D/O Chellathurai
