Request for State Review of 5/12 Citrus County BOCC Meeting
The Issue
Petition Requesting State Review and Executive Action Regarding Actions of Citrus County Commissioners
We, the undersigned residents, taxpayers, and concerned citizens of Citrus County, respectfully request that Governor Ron DeSantis review the actions taken during the May 12, 2026 meeting of the Citrus County Board of County Commissioners and consider appropriate action regarding potential malfeasance in office and violations of public trust.
During that meeting, county commissioners voted on an agenda item that county legal counsel advised was “improper” and should not have been placed on the agenda. Despite those objections from the County Attorney, a majority of the board voted to proceed anyway.
The commissioners who voted to allow the improperly noticed item to move forward were:
Rebecca Bays
Holly Davis
Jeff Kinnard
These actions appear to conflict with Citrus County Ordinance 2-48, County Administrative Regulations and raise serious concerns regarding compliance with county procedures, public notice requirements, and the principles of Florida’s Government in the Sunshine laws.
During discussion of the matter, statements were reportedly made minimizing the importance of compliance with county code by stating:
“It’s not the law. It’s our county code. That’s it.”
County ordinances are duly adopted laws of Citrus County and are binding upon the Board of County Commissioners unless lawfully amended or repealed through proper legal process. Public officials cannot selectively ignore county ordinances simply because they disagree with them or find them inconvenient.
We believe these actions demonstrate a disregard for lawful procedure, transparency, and the public trust placed in elected officials. When commissioners knowingly proceed after being warned by legal counsel that an action is improper, it undermines confidence in local government and the rule of law itself.
Therefore, we respectfully request the following:
1) A formal state-level review into the conduct of the commissioners involved in the May 12, 2026 vote.
2) An investigation into potential violations of Citrus County ordinances, public notice requirements, and Florida Sunshine Law principles.
3) Consideration by Governor DeSantis of executive action authorized under Florida law, including suspension or removal proceedings if findings support malfeasance, neglect of duty, incompetence, or misconduct in office.
4) Immediate corrective measures to restore transparency, accountability, and compliance with lawful governmental procedures within Citrus County government.
The people of Citrus County deserve elected officials who follow the law, respect public process, and uphold the integrity of their office.
