Public Law No. 30-53 requires Guam's public high school students to complete 75hrs of service-learning each year as a condition of graduation.  The original intent of the law can be found within Public Law No. 28-41 which suggested that GDOE incorporate service-learning at all grade levels to provide a choice to students whose preference would be to fulfill service-learning as an elective.

With the rise in all the prices of goods on island every single day, plus factoring in possible socio-economic problems public school students face, shouldn't we all be trying to HELP them graduate and not make it harder for them to?
