Brenda Stewart started this petition to U.S. House of Representatives and

As the only group of Americans not descended from ancestors who willingly came here, but from ones brought here in chains to help us farm and ultimately build the bones of this country, African Americans are due recognition and reparations for the crimes our white ancestors committed against other human beings.

We cannot undo the past, but we can honor it with admission and recognition - and actions that go beyond just a state level Declaration of Apology. Left to some states, there would never be admission or contrition. We can pass a law that permanently exempts from ever paying Federal income tax  every descendent of an American slave.

This would say to all African Americans, you and your descendents do not have to ever pay a tax to work in the country where your ancestors labored in slavery.  In some small way, this acknowledges our crimes of the past with a recognition we could never have advanced this country - and the world - without the sweat and blood of African slaves.
