Boris Johnson was removed from office due to his disgraceful handling of a Tory MPs sexual misconduct. This and also his poor grasp of No10's partying during the pandemic & receiving a fine from the police himself. Due to the nature of his departure from office he should not have the privilege of appointing peers to the House of Lords because due to the previously mentioned events he does not have the required clear judgement to appoint suitable peers.
