Sato is busy working on the melee update, and has no interest in finishing the new Tatooine map.

Zenith gave permission to Sato that he's able to re-release the old Tatooine map.

Releasing the old Tatooine map is a great way for Sato to finish the melee system, ease off stress, focus at the task at hand, AND then finish the new Tatooine.

You might as well release something, rather than nothing.
