Regulate Sandy Bay as a nudist beach

The Issue

We, the undersigned, call on the City of Cape Town and relevant authorities to formally recognise and regulate Sandy Bay as a designated naturist (nudist) beach.

For decades, Sandy Bay has been informally known and used as a naturist beach by both locals and international visitors. Despite this long-standing reality, the area remains unregulated, leaving both beachgoers and authorities without clear guidelines, protection, or accountability.

The absence of formal recognition has led to ongoing challenges, including:

  • Lack of enforceable rules and behavioural standards
  • Increased risk of harassment, voyeurism, and non-consensual photography
  • Difficulty in managing inappropriate or unlawful behaviour
  • Repeated public conflict due to unclear expectations

We believe that acknowledging and regulating Sandy Bay as a naturist beach is a practical, responsible, and forward-thinking solution.

This petition is not about promoting nudity, but about:

  • Recognising an existing and longstanding use of the space
  • Creating a safer, more respectful environment for all users
  • Establishing clear rules, boundaries, and enforcement mechanisms
  • Aligning with international best practices in coastal and tourism management

We propose that, if designated, Sandy Bay should operate under clear and enforceable guidelines, including:

  • No sexual activity or inappropriate conduct
  • Strict prohibition of photography or filming without explicit consent
  • Clear signage indicating the nature of the beach and expected behaviour
  • Defined and demarcated naturist areas
  • Active monitoring and enforcement where feasible

Many countries and cities around the world have successfully implemented regulated naturist beaches, contributing positively to tourism, local economies, and social inclusivity.

Cape Town, as a globally recognised and progressive destination, has the opportunity to approach this matter with maturity, balance, and respect for diversity.

We respectfully urge the City of Cape Town, SANParks, and all relevant stakeholders to engage with the public and consider the formal designation of Sandy Bay as a regulated naturist beach.
