Hon Onesmus was recorded during an interview encouraging men to beat up their wives to discipline them. This is so not acceptable rhetoric to come from someone in an influential position. Communities in Eastern region of Uganda are troubled over an increase in cases of Gender Based Violence in the area.
Samson Lubega South Eastern regional police spokes person once said in 2013 that police had recorded a remarkable increase in gender violence cases in the region.
In 2012, a Uganda Demographic and Health Survey indicated that eastern Uganda has the highest cases of Gender based violence with an average of 74% cases.
But according to Lubega, a total of 1376 cases were recorded during the last three months of 2013 compared to a total of 2385 cases of gender based violence registered in the entire 2012.
Most registered cases include physical and Psychological abuse, sexual violence against women, sexual abuse and other traditional practices harmful to women and girls. Others are marital rape, dowry-related violence, incest, non-spousal violence like child to mother attacks and violence related to exploitation and deprivation of freedom.
Lubega attributes the increase of GBV cases reported to the poor sensitization and community policing programs that the public have been exposed to.
He claims that over the years, many local leaders and parents had turned GBV into a business venture where they would not report the crime to police but instead to the local councils. Such cases would later be resolved silently after receiving money from the culprits.
