Japan has maintained some of the world’s most strict border restrictions since March 2020 in response to the Covid-19 pandemic.  Over the past two and a half years, while most nations have re-opened and reinstated pre-pandemic travel protocols, Japan has maintained restrictions which have had a significant impact on international commerce and investments into and out of Japan.  Additionally, these closures have largely eliminated the benefits of in-bound tourism and educational exchanges.  In July 2022, in-bound foreign arrivals to Japan have declined more than 95.8% in comparison to the same period in 2019 according to the Japan National Tourism Organization (JNTO).  In effect, Japan has harmed itself economically and in terms of international reputation as an open and welcoming country.

Therefore, we request that the Government of Japan consider the following actions:

• Immediately reinstate visa waiver travel in line with Japan’s existing bilateral and multi-lateral visa agreements.
• Remove the requirement for special visas and sponsorship through the ERFS system
• Eliminate requirements for tourist to book all travel (Flights, accommodations, etc) via Japanese based travel agencies

This request is inline with multiple requests and statements from organizations such as Keidanren (Japan Business Federation), the Japan Chamber of Commerce and Industry (JCCI), American Chamber of Commerce in Japan (ACCJ), British Chamber of Commerce in Japan (BCCJ), Canadian Chamber of Commerce in Japan (CCCJ), French Chamber of Commerce and Industry in Japan (CCI France Japon), German Chamber of Commerce and Industry in Japan (AHK Japan), Italian Chamber of Commerce in Japan (ICCJ), and European Business Council in Japan (EBC).

We are committed to supporting Japan and Japan's efforts to re-open. However, continued delays and half-measures will cause additional harm and only further discourage travel and investment in Japan.  We urge the Government of Japan to take immediate action to re-open the borders and welcome back overseas business visitors, students and tourists.

日本は2020年3月以降、新型コロナ（Covid-19）の流行を受けて、世界で最も厳しい国境規制を維持しています。 この2年半で、ほとんどの国がパンデミック前の渡航手続きを再開・復活させたのに対し、日本は規制を維持し、国際商取引や対日投資に大きな影響を及ぼしています。 さらに、こうした国境封鎖により、訪日観光や教育的国際交流の機会も大幅に失われました。 日本政府観光局（JNTO）によると、2022年7月、日本へのインバウンドの外国人到着者数は、2019年と比較して95.8％以上減少しています。 日本は経済のみならず、観光客を歓迎する国という国際的な評判にも傷をつけています。

従って、我々は日本政府に対し、以下の措置を検討するよう要請します。

• 従来の二国間および多国間の査証協定に基づき、ビザ免除措置を直ちに再開して下さい。
• 水際対策の特別ビザ やERFSシステムによる受入責任者の要件を撤廃して下さい。
• すべての旅行手配（航空券、宿泊施設など）を日本国内の旅行代理店経由で行わなければならないという要件を撤廃してください。

この要望は、経団連、日本商工会議所、在日米国商工会議所（ACCJ）、在日英国商工会議所（BCCJ）、在日カナダ商工会議所（CCCJ）、在日フランス商工会議所（CCI France Japon）、在日ドイツ商工会議所（AHK Japan）、在日イタリア商工会議所（ICCJ）、在日欧州ビジネス協会（EBC）といった団体による多くの要望や声明と一致するものです。

私たちは、日本が開国する取り組みを全力で支持します。  これ以上の遅延や中途半端な措置は、日本への渡航や投資の意欲をさらに下げるだけです。 私たちは日本政府に対し、国境を再び開き、外国のビジネスおよび観光客を迎え入れるために直ちに行動を起こすよう要請します。
