Install a barrier between Albert Road pavement and 50 MPH road

On 9th March 2017 a car mounted the pavement along Albert Road between Old Windsor and Windsor. This section on road has a 50 MPH speed limit which is not safe given the high volume of pedestrians walking along the pavement and the high volume of youngsters cycling to and from school every day because it is the main pathway between Old Windsor and Windsor.
Do we have to wait until someone is killed before the local borough council takes action? Following the accident on 9th March, we are very reluctant to let our son cycle to school. If he or his friends had been cycling in that spot at the time the car mounted the pavement, then one or more of them could have been killed.
I would like the Royal Borough of Windsor and Maidenhead (RBWM) to work with the Crown Estate to make this pathway safe by placing a barrier between the road and the pavement, whilst retaining the flood drainage space.
I would like funding set aside and this completed before someone is killed.
