Since the 17th amendment was ratified, State rights have been diluted, allowing the Federal government to grow unchecked by the States. Since Senators are no longer elected by State legislators, but by votes of the people, the senators no longer represent the States interest, but that of its constituents. This is what the House was setup for and Senate for State representation.
