These animals deserve a chance at a decent life with a responsible, loving family. The value of a society/state is based on its treatment of its most vulnerable populations, this includes pets. The notoriously bad treatment animals receive in states such as Kentucky only demonstrates the sociopathic, destructive, sadistic natures of the leaders and citizens of that state.
