      Under penalty of perjury, Andrew Chien ("Chien") states following facts; Chien a resident of Connecticut with no property in Virginia, had been arrested and incarcerated in Virginia twice, and the second arrest was on May 8, 2013, and released on June 27, 2016 by Chesterfield County Circuit Court of Virginia without conviction, trial and sentence. Chien was secret inmate. There are no Chien’s  arrest and imprison records in VA State Police Department or VA Department of Correction, or People Finder Search Engines. The arrest and incarceration orders were issued by William K Grogan (“Grogan”), a private lawyer conspired with other lawyer to usurp the authority of prosecutor and judge when Grogan worked as  an agency for civil case of Chesterfield County Circuit Court. During making secret inmate, William K Grogan, with others, secretly made false corporation identity then to steal the cash and other assets of a stock public traded company and shareholders in November of 2014, which eventually caused the stock valueless and the public trading status revoked.  The company never owed debt for anyone, and the cash came from sales of shares to shareholders, Chien has been president and founder of the company.   

     The total case is Acts of the Racketeer Influenced and Corrupt Organizations Act (RICO).In the website of US Department of Justice, there is Manual for Prosecutor to sue RICO ( The Manual listed that government employees’ corruption cases in RICO’s definition of enterprise, are broadly (p.70-p75, Manual):

“includes governmental units such as the offices of governors, mayors, state and congressional legislators, courts and judicial offices, police departments and sheriffs’ offices…” (tops p.72, id)

In Chien’s case, the corruption was relative to Chesterfield County Circuit Court. Without US government help. Chien never can win.

        Due to 18 U.S.C.§3293, there is ten-years’ time for the government to make decision for the crime. Chien and other shareholders sent report with personal identifications to Raj Parekh, Acting U.S. Attorney for the Eastern District of Virginia, who received on 07/26/2021.

       Chien requests all supporters to spend some time to write the letters to Raj Parekh, your letter will change the world. Without public support, the government will not take any action. Without government action, such judicial misconduct by private lawyers and judge, will never correct. The past five years history already approved this.

       Chien will sincerely appreciated your letter for life-time. As a senior, Chien never has minor offense in his life time. Chien never imagined a truthful discovery of the embezzlement, will bring him such huge insultation of 38 months as secret inmate, then destroyed all of his business and property.
