Removal of Dynamic Fare from Indian Railway

I traveled in 12954 (August Kranti Rajdhani) on April 9, 2016 from Delhi (Mathura) to Mumbai and in 12953 (August Kranti Rajdhani) on April 14, 2016 from Mumbai to Delhi (Mathura).
The cost of ticket one side is Rs. 2110 in 3rd AC inclusive of Base Fare, Reservation Charge, Superfast Charge, Service Tax and Catering Charge. But, I was charged Rs. 2760, as Rs. 650 was charged as dynamic fare, from me.
What is Dynamic Fare ?
10% of the seats will be sold in the normal fare in the beginning, it will go on increasing by 10% with every 10% of berths sold with the ceiling limit at maximum 50% depending upon the demand.
For air-conditioned tier 2 and chair car, the maximum hike will be 50% while for air-conditioned tier 3, it will be 40%.
I was issued waiting ticket from both the side and when chart was prepared my both side tickets were RAC, apart I paid dynamic fare of Rs. 650 from both the side. My tickets were not confirmed and I didn't got berth to sleep.
My grievance is that when I paid Rs. 650 extra one side and Rs. 650 extra from other side than I should get a berth to sleep or Railway should return my dynamic fare charges, as I traveled uncomfortably after paying so much high charges.
This does not happen with me only. This problem is faced by hundreds of travelers everyday.
